Summary: This thesis aims to map and analyze the organization of the special socialization network of high complexity for the elderly in the state of Espírito Santo in order to scale the protection of this network in view of the recommended/regulated by the SUAS and by the National Typification of Social Assistance Services and relevant legislation. The object of study is limited to the organization of the special social protection network of high complexity for the elderly in Espírito Santo, Brazil.
The theoretical-methodological research of the study was carried out in the social research field, through bibliographic guidance. This is a descriptive research with a qualitative approach. The theoretical path supports the thesis that aging is not a problem in itself. But, a society based on age and the profound disposal of workers considered unproductive to capital, in addition to the successive absence of social welfare public policy, reveals, in the context of neoliberalism, a deep dilemma. The result of the research associated with the analysis of documents reaffirms that the social policy is in permanent contradiction with the economic policy within the capitalist economic society, in which rights are transformed into services in order to foster the accumulation and profitability of businesses, as seen on the for-profit LTCFs. The conformation of the evaluated public policy does not translate into universality and rights. Rather, it has marks of residuality, and selectivity, far from the criteria of effectiveness, even more, if we consider the “denormalization” that prevails nowadays, particularly in Bolsonaro´s government. The growing number of “rest homes”, with a profitable purpose, reflects the way in which the market is spreading over public policy. The guarantee of rights opens space to the market and the philanthropic LTCFs are funded by the benefits of users, donations, and transfers of a few public resources to institutions. Despite advances, we cannot evaluate the shelter network in Espírito Santo as an effective result of a democratic process. The effectiveness of this network in relation to what is recommended/regulated by the SUAS and by the National Typification of Social Assistance Services and relevant legislation is limited to the dictates inherent to economic power, changing the social reality very little.
