Summary: The present study aims to map and characterize the initiatives under the State designed specifically for youth, i.e., those men and women between 15 and 29 years. Therefore, we present the variety concepts, conceptions and discourses around youth and contextualize the current situation marked by the capital’s crisis and its repercussions for the young people, based on comprehension of the crisis as resulting from the contradictory dynamics of the capitalist production’s mode. We reflect on the counter-reform of the Brazilian State and the focus / selectivity, privatization and decentralization of social policies, from the implementation of the neoliberal project in the country. Saved the trajectory of youth policies in Brazil, marked by problems of young people in the society and challenges as they facilitate their process of transition and integration into the adult world. We were reconstructed the trajectory of policies in the State and map and characterize the existing actions. Finally, we hear the perceptions of young people about PPJ and found that, in general, young people in the Espírito Santo are covered by policies aimed at all age groups, with a little actions, that are specific to this segment.
