Summary: It deals with financing and public expenditure with social assistance policy in the municipality of Vitória / ES, in the eight years following the publication of the National Social Assistance Policy - PNAS 2004. It is a case study, WHERE a bibliographic review And documentary research using as sources of data the Municipal Budget and Financial Control Tool - FOCO, Municipal Plans of Social Assistance, Plurianual Implementation Plans and other municipal laws and resolutions. It presents considerations on the trajectory of social assistance, especially from the Federal Constitution of 1988. It discusses aspects of fiscal policy, public budget, Fiscal Responsibility Law and the Union's financing and spending with social assistance. Finally, it focuses on the experience of the Municipality of Vitória / ES. In this work, social assistance is understood as one of the forms of state intervention, in order to guarantee the conditions of reproduction of capitalist society, whether contributing to the accumulation of capital or responding to workers' demands. As a result of this research, it was possible to identify advances and limits in financing and spending on the social assistance policy in the municipality, among which we highlight, on the one hand, the expansion of social assistance resources in real values and the role of the municipality On the other, the maintenance and / or reduction of the percentage of expenses in relation to the general expenses of the municipality and the insufficient contribution of resources to advance the social assistance in the direction of the expansion and the qualification of the services.
