Summary: Based on bibliographical and documentary research, and making use of the content analysis, this work has as general objective to analyze the goal of eradicating poverty until 2025, constituent of the Plan of Development Espírito Santo 2025. We understand that this goal is part of the model of Sustained development developed by the bourgeoisie of Espírito Santo, organized in the Espírito Santo Business Movement in Action, and in articulation with the state executive and Petrobrás, without the participation of workers in the elaboration of the aforementioned plan. The main conclusions follow. The goal in question was built under the ideopolitan and theoretical framework of the internationalization of the fight against poverty, transposing to the state territory the hegemonic discourse of eradication of that social condition, understood as being ultimately the responsibility of the individual, and not As a direct consequence of the capitalist mode of production. Moreover, the poor are understood, in the elaboration of the goal, in a dual way: now identified through the presupposition of lack, now as free agents to build their own future. As a consequence of this duality, two paths of action considered essential to eradicate poverty are proposed: one, centered on the transfer of income to those living in the most severe poverty, and another, on granting (micro) credit to the non-miserable poor , With a view to enabling them to become entrepreneurs. The goal is to contribute to the promotion of social peace through the containment of the poor and their latent revolt at their degraded condition of life in the spirit-Santonian territory, which demonstrates its functionality to naturalize and manage the barbarism that marks the capitalist contemporaneity.
