Summary: Within the framework of the process of capital restructuring, the present investigation intends to analyze how Argentine social employment programs, as well as the official discourses referred to them, respond to the historical functions of accumulation and legitimation of capitalist governments (2002-2011 ), with the purpose of problematizing the role of the former in the contemporary capital-labor contradiction in Argentina, and - from a higher level of abstraction-, on the role of national states in the process of capital accumulation, mainly in what refers to the management of the workforce. For this purpose, a qualitative methodology based on the Content Analysis of the regulations and official discourses related to the creation, implementation and contextualization of the programs was used. We conclude the present documentary research by pointing out the functional nature of the programs to the capital restructuring process. From its origins, social employment programs are one of the many strategies used by the latter to valorize themselves and transit their cyclical and structural crises: their implementation, in addition to reproducing and providing the necessary workforce for the accumulation of capital, makes viable the processes of productive flexibility and work.
