Summary: The present paper brings together the elements that make up the current conception of social assistance in Brazil, starting with the promulgation of the 1988 constitution when social assistance was first recognized as a right of citizenship and legal duty of the State, guaranteed by the Supreme Law. Under this law, social assistance presupposes a logic of full employment, which is therefore destined primarily to those unable to work. However, in a context of structural unemployment this is understood in terms of security guarantees, seeking to take social protection of those able to work, in view of the deterioration of the labor market, restriction of opportunities and income and the Growth of unemployment and informality. The central idea is that this is a critical description of the conception of social assistance in Brazil, problematizing each of its more explicit arguments with the intention of revealing an intentionality linked to a state perspective. We use the term conception in the sense of conceiving, thinking, feeling, understanding or interpreting something. Social assistance nowadays responds to a single process that brings together historical, economic, political, social and ideological aspects and, in this sense, represents a conception of the world and a project of society, defended by the ruling class, based on the exploitation of labor. The current conception of social assistance follows, therefore, a new form of social policy from the perspective of human development and fight against poverty in which the great emphasis has been to withdraw the discussions and intervention in poverty from the scope of the social question, Allocating it to individuals and their disabilities. Social assistance by assuming responsibility or co-responsibility in the development of individuals' abilities signals the trend towards a new conception of social welfare.
