Summary: The main objective of the present study, the subject of the Student Assistance Policy, is to outline the theoretical principles and political and economic interests that guided the implementation of the national student assistance policy in a context of reforms experienced by the universities, especially from the Fernando Henrique government Cardoso (1995-2002) and consolidated in the government Luiz Inácio Lula da Silva (2003-2010). Based on an understanding of politics in the perspective of law, we have advanced our study to trace the profile of the students attending the Federal University of Espírito Santo - Ufes, aiming at providing elements for the institution and other interested parties that can contribute to the formulation of actions that Respond to the needs demanded by these students. We carried out a bibliographical and documentary study, based on the method of dialectical historical materialism, to explore the guiding question of the research and the technique of content analysis to unveil the meaning of the answers from the online questionnaire applied to the students enrolled in the Ufes Student Assistance Program . We show that the PAE Student Assistance Policy is closely related to the guidelines of international organizations that set goals and establish criteria in the treatment of social policies in developing countries, such as Brazil. The reforms in the universities, the stage of implementation of the PAE, initiated in the FHC government crystallized in the Lula government and, in parallel, the social assistance policy was acquiring public policy status with small but important advances. The theoretical depth allowed us to identify the similarities presented in the study between social assistance policy and student assistance policy. This, in turn, has been occupying a significant space in the demands of the university students to the extent that the possibility of guaranteeing rights by means of such a policy is envisaged although it does not alter the structure of the current corporate model.
