Summary: The aim of the research is to analyze the theoretical perspectives that guide the concepts of autonomy and protagonism in PNAS (2004) and NOB SUAS (2005). In order to do so, we assume that in the process of struggle for the consolidation of assistance as a social right, there are conflicting conceptions and political forces that defend different positions. The aim was to identify the influence of the academic debate of the Social Service on assistance and the deliberations of the CEFESS / CRESS Assembly in addition to the World Bank guidelines for social policies in Latin America. The research was documentary. The data collection was done from records of the National Council of Social Assistance and Reports made available by the Bank's website. To analyze the data we use the technique of content analysis. We conclude that at some moments the concept of protagonism is treated in a perspective of social control, which refers to the possible influence of the social service debate and CFESS / CRESS Joint, however, most of the time this concept appears linked to the perspective of development of Potentialities and abilities of individuals and families that brings us back to a link with the liberal theory of the World Bank that aims to provide individuals and families with the skills and capacities for self-protection. Autonomy and protagonism in this perspective contribute to the reproduction and dissemination of the liberal framework by characterizing itself as the final product of a process of accountability of families and individuals for overcoming the conditions of poverty.
