Summary: The objective of this study is to analyze how privatization has been debated and faced within the Municipal Health Council of Uberaba / MG, aiming to identify the role that the council has played in this process. The research process was structured based on the literature review, bibliographical survey, documentary research and field research, in which were interviewed advisors (governmental and nongovernmental) of the 2016/2020 management. To undertake this analysis, we base ourselves theoretically and methodologically on dialectical historical materialism. The results of the survey indicated that the process of privatization of health policy in the municipality did not occur unanimously among the councilors. There were several clashes and resistance that expressed the position of the directors representing the segment of users and those who represent the segment of government, as well as their strategies and articulations. The accentuation of the counter-reform
process in the municipality of Uberaba is based on the rationalization of
health, which aims to privilege the interests of capital from public-private partnerships and disrespect to instances of social control. In this
direction, the Council presents itself as one of the spaces that can
withstand this process. Thus, the study of the experience of the Council of Uberaba allowed to conclude that this space has limits that are inherent to it, but must be evaluated in light of its potentialities, as well as the clashes and articulations that can establish.
