FINANCING OF THE NATIONAL STUDENTS ASSISTANCE PROGRAM (PNAES) AT THE FEDERAL INSTITUTE OF ESPÍRITO SANTO (IFES): AMONGST GAINS, LOSS AND STRUGGLE

Summary: This dissertation has the objective of study the financing of students
assistance policy at the Federal Institute of Espírito Santo IFES
between 2012 and 2018. It aims to understand, on the context of budget cuts,
how the execution of such programs and actions of students assistance are
affected. We start with an analysis on the State, social policies, especially
that of education and students assistance, in an effort to apprehend the
financing process and the configurations of the public funds disputes on this
field. In this sense, this research was developed from the analysis of the
following documents: IFESs students assistance management reports from
2012 to 2018; reports elaborated by IFESs students assistance team of
different campi and sent to the Students Affairs Advisory; and the
evaluation report on students assistance elaborated in 2015. We also used
an electronic survey among students assistance Resources Management
Commissions on IFESs different campi. This, we aimed to elaborate over the
widening of technologic schools, especially IFES, in the logic of social
policies privatization. From this context, subsidized by Salvador (2012), we
research the financing of the students assistance policy at IFES, by
comprehending and analyzing data under three aspects: the amount, the
direction of expenditure and the management of resources destined the
students assistance programs, estabilished by the IFES, between 2012 and
2018. Among the results of this research, we highlight that, in regards to
the amount, we noticed increasing resources on the first years of PNAES
implementation and a lowering after 2016. In regards to the direction of
resources, we highlight the emphasis on focusing restrictive programs, rather
than universal ones. And in regards to the management, we identify that
Resources Management Commissions are appointed on every campi, some
consolidated and others yet in its initial processes. One gap on these
Commissions was that in only ten campi there is the presence of students on
them, affirming that the minimal composition for these Commissions doesnt
obligate the presence of students by the Students Assistance Policy.
Therefore, the Students Assistance Policy at IFES have been struggling
with the impacts of cuts on its budget, which makes the work on Management
Commissions all the more challenging to comprehend increasing demands every year.
