THE RACIAL ISSUE AND ITS IMPLICATIONS FOR SOCIAL WORK IN THE UNIQUE SOCIAL ASSISTANCE SYSTEM

Summary: The present study sought to analyze the racial issue and its implications for
the Brazilian Social Work, and from there to understand its performance in
the Unified Social Assistance System from its implementation and organization
in 2011. To achieve this objective and understand how such implications
appear, we use qualitative research based on two techniques, bibliographic
review and documentary research. In addition, we set out to share authorial
reports of professional memories and experiences based on the clerkship as a
possibility for reflection and possibilities in the look and construction of
anti-racist practices in the professional space, with the social assistance
policy as a scenario. In the documentary research we analyzed the document
SUAS without Racism from the Ministry of Social Development, publications of
the CFESS / CRESS Group on racial issues. Through the literature review, we
point out the racial issue as a structuring and founding element in the
Brazilian social issue, considering its particularity in the country's
historical and social formation. We present elements of the racial issue that
mask its founding aspect in the Brazilian social issue, taking as a starting
point the moralization and conservatism present in the social issue. We
highlight mediations that the racial issue poses for both social work and
social assistance policy. In the recent history of Brazilian social work, we
have demonstrated constructions and paths for the realization of a profession
that has an anti-racist practice as its ethical horizon and fundamental
principles. Finally, we draw a brief overview of the recent trajectory of
social service, which goes from racism to anti-racism, when addressing the
effervescent moment of theoretical productions about the racial issue, to
finally present that anti-racist practices in social service are made from
spaces collectives, together with the workers and users of the social
assistance policy, considering the path that has been established in the
social service in relation to the racial debate and the social assistance
policy and its contradictions.
