Summary: This thesis analyzes inflexion elements on the conception of the National Social Assistance Policy between 2003 and 2020 Lula, Dilma, Temer and Bolsonaro governments , elucidating whether and what were the continuities and ruptures on such policy. Our hypothesis is that the Unified Social Assistance System, on its implementation during the forementioned period, constituted a set of bills, decrees, norms and resolutions that, while altered during those 17 years, had the its conception evermore focused on poverty and extremely poverty as a technical, political and managerial strategy by the State, apparently attending to basic needs of the working class, but, contradictory and in its essence, obscures the production of inequalities, other than conceiving those as subjective and attributed to individuals, claiming as if they were their own responsibilities. Such trend can be characterized as a continuity of a conception from the 2000s. The thesis we defend here is that the Social Assistance Policy from Lula and Dilma administrations were partially altered by Temer and Bolsonaro administrations, redefining actions, projects, programs and regulations, while using some of the previous administrations conceptual and ideological outlines, presenting continuities and ruptures, expressing what we call normative reactionary impact. In that perspective we explore the categories State, social question and social policy, on the light of the critical dialectical method. Regarding procedures, documental research was made through 1840 normative acts related to the specific regulation of social-assistential protection in Brazil from 2003 to September 2020. Data analyzing was made through categoric and theme-based content analysis, identifying the relation between the amount of content of administrative acts from the Unified Social Assistance System enacted by each administration in question; economic, political and ideological elements that worked as basis and background for building such policy; and the inflexion, continuities and ruptures on such policy during Lula, Dilma, Temer and Bolsonaro administrations. Results pointed out that there are two cycles on Social Assistance Policy: one that begins in 2003 and went until 2014, coinciding with the first acts of building the Unified Social Assistance System, still during Lula administration; and a second cycle that started in 2015 and persists, marking a period of economic and political crisis that afflicted the country since 2014. The first period comprises the so-called impact management, and took wide space in execution joined by many public actors. The second cycle, denominated by us as normative reactionary impact granted new elements to institutional architecture on Social Assistance. It regards the set of normative acts enacted, mostly after the judicial-parliamentary coup, bringing countless political, economic and social reforms with severe impact on working class. It takes place readily, with few or none opportunity for democratic discussion among evolved actors in the process, other than representing countless setbacks to what was once considered progressive within the Unified Social Assistance System. Normative acts from Temer and Bolsonaro administrations promoted ruptures on the consolidation of the Unified Social Assistance System, due to worsening technical process and services. Social assistance loses priority within state management, which can be noted by destructuring administrative organization of the former Ministry of Social Development and Fight Against Hunger, created in 2004, and made into Citizenship Ministry, merging former acts on Sports and Culture. We concluded that among Lula, Dilma, Temer and Bolsonaro administrations there are ruptures with the logic of the Unified Social Assistance System, as there are elements of continuity. Continuities and ruptures follow trends of setbacks on the conception of public and state social protection, conducted by normative and legislative maneuvers that compromise even civilizing conquests of the 1988 Constitution.
