Summary: This study investigates Venezuelan immigration in Sergipe during the period from 2018
to 2022, exploring the role of the Brazilian state, its social policies, and the action of
the "third sector", particularly the philanthropic religious organization Caritas in
Sergipe. The aim of this research was to understand the implications of the
reorganization of the capitalist state on social policies, especially in the context of
migration. Specific objectives include analyzing the causes of Venezuelan migration,
identifying contemporary migratory flows, investigating social policies for immigrants,
and analyzing the actions of the state and Caritas. The central thesis argues that, due
to the neoliberal emphasis of the state, there is a tendency towards irresponsibility in
providing social policies for immigrants, resulting in the need for philanthropic
organizations, such as Caritas, to assume a prominent role in assisting immigrants.
The hypothesis raised is that, under the neoliberal capitalist mode of production, the
state withdraws from the social sphere, prioritizing the demands of capital over social
needs, including those of immigrants. This is reflected in the lack of specific public
policies for migration in Sergipe, leaving Venezuelan immigrants without assistance
and dependent on the charity and volunteer work of Caritas. The research employs
qualitative methods, including documentary analysis and interviews with Venezuelan
immigrants, as well as data collection on Venezuelan migration in Sergipe through
Cáritas. Therefore, a key outcome of this work, which aimed to provide relevant data,
is the expectation that policymakers, academics, and civil society organizations will
gain a deeper understanding of the interactions between migration, social policies, and
neoliberalism within the Brazilian context. It concludes that new migratory flows –
whether due to economic, environmental reasons, or armed conflicts – are linked to
the contradictions within the capitalist system and its increasingly severe structural
issues. The trend suggests that workforce mobility will continue to rise in the coming
decades, and initiatives like those of Cáritas, which highlight the state's inability to
provide adequate services, will remain in demand.
