Summary: The assessment in the context of public action in Brazil, becomes envisioned as a requirement of current models of the management of the public social policies in the last decade of the twentieth century, when their program contents have undergone a significant expansion. This occurred mainly by influence of regulations produced since the Constitution of 1988, which determined several innovations to the set of public policies in the country. From this there was a push for new standards in management, WHERE levels of design and management consistent with the content of constitutional provisions were established. Measurements of this process led assessment, a place of centrality in the agenda of management of public social policies. Their operability, however, has been slow and gradual manner, and presents a variety of challenges and limitations. The focus of this study is to analyze the practical evaluation of social welfare policy in the State of Espírito Santo, taking the State government and three municipal management field research. This is a qualitative research referenced in dialectical critical method. The methodological strategy was based on the literature, semi-structured interviews and documentary research. It is intended to contribute to enriching the debate on evaluation in its theoretical, practical, technical and political, referenced to the policy of social assistance. The paper is organized into three chapters, the first to approach the conceptual dimensions of public policy, the historical trajectory of social welfare policy and the historical formation of the Brazilian state. The second chapter references the seizure of the conceptual repertoires of evaluation, situated in a polysemic scenario, with significant variations typologies, techniques and methodologies and approach to concepts that guide the evaluation of social welfare policy. The third chapter presents data from empirical research that shows the challenges of evaluating the social assistance policy in the state of ES and point limits as: the lack of an evaluation culture, the resistance group of subjects, the primacy of the quantitative approach and lack of qualified professionals for the task. The evaluation of social welfare policy in the current stage of its development goes down as a fertile debate admittedly, purposeful and challenging. The research reinforces the perspective of assessment grounded in the values of democracy and citizen participation.
