Summary: The main concern of this study was to understand the process of elaboration of Municipal Sanitation Plan of Vitória/ES. It was drawn a scientific path in order to know the garbage cycle management in Brazil and in Vitória, identify and analyze if and how the business sector has been involved, the organizations of collectors of recyclable materials and other sectors of society. This research was supported by a methodology that sought the collection and organization of data in a qualitative form articulating empirical data and explanatory theories. Thus, the reflection that we propose, as well as the interpretation of the data collected joined dialectically to better understanding of the phenomenon being studied. Therefore, the method of study is the dialectic-critical, supported into historical materialism. This is about a case study, in which literature review and documentary research were used, including personal interviews with technicians from the City Hall of Vitória from a guide for semi-structured data collection. The interpretation of the data was possible, through the analysis of content. We work with the concept of environmental crisis from the operation logic of capitalist society. In this context, to think in a society of production and mass consumption and the problem of what to do with the leavings. This problem requires thinking solutions that include recycling, reverse logistics, proper treatment of solid waste, but such solutions do not question the crux of the problem, that is, the capitalist mode of production itself. The Governments following the capital's playbook, adopt the ideology of sustainable development and draw up laws that seek to minimize the impacts of environmental degradation. The laws number 11.445/2007 and 12.305/2010, in federal sphere, were sanctioned In Brazil, which deals with, respectively, of the National Sanitation Policy and National Solid Waste Policy that requires States and cities to draw up a plan to address actions and programmes to be developed in their territories. Vitória city, the capital of Espírito Santo, initiated the drafting of Municipal sanitation Plan in 2013 covering the minimum content of the law 12305. With federal resources, the company Arcadis Logos S/A was hired by the City Hall of Vitoria to develop the municipal plan. As a result of the research, we found that the participation of the population was low with contributions only on the conduction of the problems, suggestions and criticism phases. On the other hand the municipal plan is an instrument that will allow greater coordination between the services provided by the city which occur in fragmentary form today.
